In a consortium with the French consulting company Sofreco, the College of Europe, and the Peoples’ Friendship University of Russia, Baikal Communications Group is going to develop the soft power strategy for the EU in Russia.

On September 1, 2015, the European Commission announced the public tender for the implementation of the EU public diplomacy project in Russia “EU Policy and Outreach Partnership”. The project is aimed at building an efficient communications system between the Russian expert community and the EU, ensuring support for the European delegation in Russia in this sphere, enhancing opportunities for the EU public diplomacy in Russia on the whole, and better cooperation with the media community in particular. The project will be presented as a series of events across Russia in the format of conferences and round tables on topics covering various aspects of EU-Russia relations, as well as a number of missions with the participation of Russian and EU think tanks, academics, politicians, journalists.

10 international consortia of consulting and communications agencies, in partnership with universities, filed their applications to take part in the contest, 6 of them were shortlisted. One of the key selection criteria was the experience in implementing projects in public and cultural diplomacy, institutional development, PR, both in Russia and globally. In the course of the second selection stage, candidates will develop a project strategy that is going to offer efficient measures to achieve objectives of the EU in public diplomacy in Russia. The project is scheduled for September 2016.
