The year 2024 in Russia was marked by a significant number of regulatory changes that affected both individual sectors and Russian and foreign businesses. Some trends that began this year will continue to be observed in 2025.

At the Forum “Corporate GR” held on December 5, 2024, the Baikal Communication Group presented an analytical overview of the main trends in business regulation for 2024–2025.

The overview aims to provide a deeper understanding of the general vectors of the legislative activity of regulatory authorities, the dynamics of changes in key areas of government policy, and their impact on business and society.

  • The document answers the following questions:
  • Which regulatory trends of 2024 have become dominant?
  • What processes and events are associated with these regulatory trends?
  • Which regulatory trends may continue into 2025?
  • How will the approaches to regulatory policy established in 2024 develop next year?

In preparing the overview, both already adopted regulatory legal acts and legislative initiatives currently in development were studied, as well as key discussions between businesses and government bodies in both public and non-public contexts. Each trend in the review is illustrated with specific legislative decisions or initiatives.
