The business demand for a stable and comfortable regulatory environment creates the need for professional personnel capable of ensuring productive cooperation with regulators. In this regard, Baikal Communications Group continues to contribute to the development of competencies among young specialists in GR (Government Relations) and lobbying.

On November 15, 2024, employees of Baikal Communications Group conducted a master class at Kutafin Moscow State Law University (MSAL) on the topic “Law as a Key Tool in GR and Lobbying Activities.”

The event was a part of the Student Legal Forum (SLF) — a scientific and practical event held annually by MSAL. The goal of the SLF is to develop research skills among students (bachelors, specialists, and masters) and postgraduates.

The speakers at the master class were:
  • Valery Afanasyev — Director of the GR Practice and Regulatory Risk Assessment at Baikal Communications Group.
  • Vyacheslav Kharitonov — Senior Legal Counsel at Baikal Communications Group.

During the presentation and subsequent discussion with students, the following topics were covered:

  • Key concepts of the GR and lobbying spheres, and the role of specialists in shaping government regulation.
  • The specifics and significance of legal work in GR and lobbying.
  • Main legal tools in GR and lobbying: monitoring, regulatory environment analysis, GR strategy, and legal expertise.
  • Features of using legal expertise as a practical tool for building communication with the government.
  • Key skills needed by GR and lobbying specialists, and possible career tracks in this industry for graduates.
