Baikal Communications Group pays special attention to the study and development of lobbying and government relations (GR) in Russia. The research, conducted by the company in collaboration with leading sociologists, helps to identify key trends in the GR industry, analyze changes in the professional environment, and form an objective understanding of the development of the GR function in both Russian and international companies. To date, Baikal Communications Group has conducted two comprehensive industry studies.

GR-Industry Research in Russia (2021)

In 2021, the company carried out the first expert study of the Russian GR industry, which made it possible to:

  • identify the main areas of activity for corporate GR specialists and the tasks they perform;
  • determine the most popular communication channels between business and the state;
  • identify key personal qualities and professional skills necessary for GR specialists;
  • analyze the functioning of GR departments within companies and methods of hiring specialists;
  • assess the current state of the GR services market in Russia, among other insights.
The methodology included online surveys and expert interviews with GR specialists from Russian and international companies, as well as CEOs of large businesses. The results of the study helped to create a current “portrait” of a Russian GR specialist, reveal effective working methods used by industry professionals, and assess the state of the GR services market.

GR-Industry Research in Russia (2024)

In 2024, the company again examined the state of the Russian GR industry, taking into account the significant changes that occurred over the past two years. The impact of global political and economic factors affected the development of the GR and lobbying field, necessitating a detailed analysis of the new realities.

The research made it possible to:

  • study how the main areas of activity and tasks of corporate GR specialists have changed;
  • highlight the most popular communication channels between business and government bodies;
  • determine the key personal qualities and professional skills that characterize GR specialists;
  • analyze the specifics of the work and structure of GR departments (or individual specialists) within companies, as well as methods for hiring GR professionals;
  • assess the impact of the Special Military Operation (SMO) and anti-sanctions policy on the GR function in Russian and foreign companies, among other aspects.
The research methodology included online surveys and expert interviews with specialized professionals from domestic and international companies, as well as CEOs of large businesses.
