The GR and lobbying case championship «GRanitsa Vliyaniya», with Baikal Communications Group acting as an official partner, has successfully concluded. The event was designed to develop students’ practical competencies at the intersection of public policy, corporate governance, and regulation.

The championship attracted significant interest:

The project brought together predominantly students of the Presidential Academy (RANEPA), as well as representatives of MGIMO University, Lomonosov Moscow State University, Higher School of Economics, Kutafin Moscow State Law University, the All-Russian Academy of Foreign Trade (VAVT), and the Financial University under the Government of the Russian Federation. Thus, the championship united the country’s leading educational institutions that train professionals in the fields of public policy, economics, and law.

Within the framework of the «GR in Non-Profit Organizations» track, organized with the participation of Baikal Communications Group, teams worked on a case addressing the issue of stray animals in Russia. Experts noted the high level of participant engagement, an in-depth analysis of the regulatory environment, and a well-balanced consideration of the interests of the state, society, and the non-profit sector. As a result, the teams presented concrete, practice-oriented proposals aligned with both the government agenda and public demand.

The case championship enabled participants to gain hands-on experience in decision-making processes affecting the development of industries and companies, as well as to work on real managerial challenges. Students solved cases based on real-life practice, interacted with industry experts, and presented their solutions to the professional community.

As part of the educational program, a master class was delivered by Eduard Voitenko, Chief Executive Officer of Baikal Communications Group, PhD in Political Science, resident expert of the CSR Expert Club, and co-author of the book «Lobbying and GR: Concepts, Functions, and Instruments.» He presented practical approaches to building effective mechanisms of interaction between business and government and answered participants’ questions regarding career development in the GR sector.

The championship program included:

Undergraduate, specialist degree, and master’s students focused on developing GR competencies, building expert knowledge, and engaging in processes shaping the future of industries were invited to participate.

The championship became an important platform for professional entry into the industry, knowledge exchange, and the construction of individual career trajectories with the support of the professional community.

The publication was released on the Retail.ru platform and focuses on the key legislative changes and their impact on the industry.

According to DSM Group, by September 2025 the Russian dietary supplements market reached RUB 129.8 billion, demonstrating nearly 25% year-on-year growth. The rapid expansion of this segment has driven the need for stronger state control over the circulation of illegal products. Since 2023, a mandatory product labeling system for dietary supplements has been introduced, and further measures aimed at tightening regulatory oversight over manufacturers are under development. In addition, starting in October 2026, the Law on the Platform Economy will come into force, obliging marketplaces to prevent the sale of unregistered dietary supplements.

The key regulatory milestone of the year was the entry into force of Federal Law No. 150-FZ dated June 7, 2025, which legally authorized physicians to prescribe dietary supplements when medically indicated, and also introduced restrictions on interactions between healthcare professionals and supplement manufacturers. In order to implement this law, the Russian Ministry of Health is currently developing quality and efficacy criteria for dietary supplements, which are scheduled to take effect on March 1, 2026.

Experts note that the state is shifting from selective supervision to comprehensive regulation of the market, gradually aligning dietary supplement requirements with certain pharmaceutical standards. This is expected to enhance industry transparency and strengthen consumer confidence, while simultaneously increasing the regulatory burden on manufacturers.

“Including dietary supplements in clinical recommendations will expand the consumer base and strengthen public trust. However, there is a risk of excessive regulation. The requirement to reference active ingredients in dietary supplements solely within Russian clinical guidelines appears overly stringent, given the lack of consensus on the efficacy of many nutraceuticals. This may result in the withdrawal of beneficial products from the market. Assessing dietary supplements according to criteria applicable to medicinal products distorts the nature of the category and hampers innovation. What is needed is flexible regulation that encourages product diversity and meets consumers’ healthcare needs,” explained Zhanna Logacheva, Expert at the Government Relations and Regulatory Risk Assessment Practice.

The Baikal Lake Foundation has been invited to participate in two working groups tasked with preparing the World Water Forum, the largest global event in the field of water policy, held every three years. The Forum brings together states, international organizations, the scientific community, and the private sector to shape the strategic agenda for water resources management.

In 2027, the Forum will take place in Riyadh, Kingdom of Saudi Arabia. The invitation extended to the Baikal Lake Foundation’s experts to contribute to the development of the Forum’s programme constitutes an important recognition of the organization’s expert capacity and represents a contribution to expanding Russia’s engagement in the international dialogue on water security.

The Foundation will commence work in two key areas:

  1. «Water for People and Nature» Working Group.
    The Foundation will present its experience in the protection and restoration of aquatic ecosystems, biodiversity conservation, the application of nature-based solutions, watershed management, and the reduction of water pollution.
  2. «The Value of Water» Working Group.
    The Foundation’s involvement will focus on developing approaches that recognize water as an element of national natural capital. Key objectives include drafting proposals aimed at more efficient, sustainable, and equitable allocation of water resources.

Baikal Communications Group established the Baikal Lake Foundation in 2016. Over the past years, the Foundation has implemented comprehensive projects on waste management in protected natural areas, biodiversity conservation in Lake Baikal, and community support initiatives, while also building strong expertise in climate policy and water resources management. This expertise has been presented on multiple occasions at both the federal and international levels.

The Foundation continues to advance projects that enable Russian practices and research to occupy a meaningful place in the global environmental agenda.

The Baikal Lake Foundation, established by Baikal Communications Group, took part in the 30th Session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP30), held in Belém, Brazil. The summit became one of the principal international events of the year in the field of climate policy. It set the direction for the global climate agenda for the next decade and outlined strategic benchmarks for governments, businesses, scientific institutions, and civil society.

The Foundation participated as an accredited observer and a partner of the Water for Climate Pavilion, ensuring expert engagement across the key negotiation tracks, including adaptation, sustainable development, nature-based solutions, water policy, economic mechanisms, and climate justice.

Key Focus Areas and COP30 Outcomes Highlighted by the Baikal Lake Foundation

Adaptation and Resilience
A comprehensive package of adaptation decisions was adopted. Its central element is the commitment to triple global adaptation finance by 2035. This commitment was included in the final Belém Package endorsed by 195 countries.

Nature-Based Solutions
One of the most significant directions was the nature agenda. The Tropical Forests Forever Facility — an international mechanism for long-term financing of forest protection — was launched. Initial commitments were presented to secure land rights for Indigenous Peoples and local communities covering 160 million hectares.

Water Agenda
Water was recognized as a key resource for climate adaptation. COP30 adopted a Joint Statement on Water and Climate, and countries presented major regional programs for the development of water infrastructure, including modernization of irrigation systems, improved access to freshwater, and flood-protection measures. These initiatives will serve as the foundation for preparations for the UN Water Conference in 2026.

Health, Education, and Social Resilience
A global plan for adapting health systems — the Belém Health Action Plan — was adopted with the support of 80 countries. Initiatives aimed at developing skills for the climate economy were launched. Issues of human rights, social resilience, and information integrity were integrated into the negotiation process at a systemic level for the first time.

Energy and Industry
Plans for accelerated development of low-carbon industries and sustainable fuels were presented. The Belém Declaration on Global Green Industrialization was adopted, aimed at transforming industrial supply chains and promoting technologies with low carbon impact.

Financial Architecture
Countries agreed on mechanisms for sustainable finance and tools for aligning taxonomies. They declared their readiness to mobilize more than USD 1.3 trillion under the Baku–Belém Roadmap. National financing platforms for climate solutions were established with support from the Green Climate Fund.

Political Phase Outcomes
Despite progress achieved, countries were unable to reach agreement on a unified roadmap for a phased transition away from fossil fuels. Brazil announced its intention to develop relevant mechanisms outside the formal negotiation framework.

The participation of the Baikal Lake Foundation in COP30 ensured expert monitoring of the summit’s decisions and contributed to strengthening Russia’s position in negotiations by presenting the experience of the non-profit sector in advancing climate objectives.

Baikal Communications Group established the Baikal Lake Foundation in 2016. The organization has implemented systemic projects in waste management in national parks, biodiversity conservation in the Lake Baikal region, and development of local communities, as well as providing expertise on climate policy and water resource conservation, repeatedly presented at the federal level and within international organizations.
