The Board of the Eurasian Economic Commission (EEC) has approved the draft decision “On Amendments to the Rules for Registration and Expertise of Medicinal Products for Medical Use.” The directive No. 148 dated October 14, 2025, has been published on the EAEU legal portal.

The document aims to update the regulatory framework governing the circulation of medicinal products in the EAEU single market, including clarifications on the interaction between national competent authorities and expert organizations. The updated rules are expected to reduce the timelines for assessment of registration dossiers and strengthen trust between regulators and pharmaceutical market participants.

The program was implemented as part of the federal initiative “Priority 2030” and brought together ESG transformation leaders from companies across various industries and regions of Russia.

Industry and non-profit sector experts shared their practical experience with participants. The program’s lecturers included:

Throughout the course, participants explored the infrastructure of sustainable development in Russia, the legal aspects of ESG integration, mechanisms for regulating the climate agenda within the Eurasian Economic Union (EAEU), and the specifics of green finance. Special attention was given to emerging corporate social capital standards, ESG ratings, and social project design as a tool for cooperation between government, business, and civil society.

The program also provided a platform for experience exchange between the business and non-profit sectors. Representatives of the Dobrota Severa Foundation, Lake Baikal Foundation, and Public Capital ANO presented successful case studies of social and environmental project implementation.

Upon completion of the training, more than 100 participants acquired a comprehensive understanding of ESG methodologies, gained practical skills in the development and implementation of ESG strategies, and were awarded MGIMO state-recognized professional development certificates.

At the closing session, representatives of the Lake Baikal Foundation and MGIMO School of Business announced the launch of a new educational initiative in 2026, focusing on international aspects of climate regulation and biodiversity conservation.

The “Business Management Based on ESG Principles” program reaffirms the growing role of cooperation between academia and business in building professional competencies essential for the sustainable development of the economy and society.

The Government of the Russian Federation has incorporated requirements related to the prescription of dietary supplements (DS) into the scope of state control (supervision). Resolution No. 1560 dated October 8, 2025, was published on the Legal Information Portal. Valery Afanasyev, Director of Regulatory Risk Assessment Practice at Baikal Communications Group, commented on the changes to Pharmvestnik.

The adopted resolution implements the provisions of Federal Law No. 150-FZ of June 7, 2025, which establishes new rules for the circulation of dietary supplements. The law entered into force on September 1, 2025. Under its provisions, healthcare professionals are authorized to prescribe registered dietary supplements when clinical indications exist for their use.

"The law not only allows healthcare professionals to officially prescribe dietary supplements but also sets clear limitations on their interactions with manufacturers. In particular, it prohibits receiving gifts, monetary benefits, coverage of travel expenses, and participation in entertainment events funded by companies," explained Valery Afanasyev, expert at Baikal Communications Group.

According to the new resolution, healthcare professionals are prohibited from entering into agreements for the prescription or recommendation of specific dietary supplements, as well as from receiving sample products for distribution to patients. When prescribing a treatment course, physicians are required to provide complete and accurate information regarding the prescribed products. Compliance with these requirements will be monitored by Roszdravnadzor.

According to the Ministry of Health, the adopted measures aim to enhance transparency and establish ethical standards for interactions in the field of dietary supplement prescription, aligning them more closely with pharmaceutical regulation. At the same time, as noted by the expert from Baikal Communications Group, for some companies, this will pose challenges and necessitate a reassessment of existing models of engagement with the medical community.

The resolution enters into force on October 18, 2025.

The Russian Ministry of Health has prepared a draft resolution requiring educational institutions that offer programs in medical and pharmaceutical specialties to obtain a mandatory conclusion from Roszdravnadzor (the Federal Service for Surveillance in Healthcare). The document establishes the procedure for issuing such conclusions, evaluation criteria, grounds for refusal, and regulates the electronic submission of applications through the State Services portal. Decisions on issuing conclusions must be made within 25 working days. The public discussion of the draft will continue until October 23, 2025, and the resolution is scheduled to take effect on March 1, 2026.

According to Valery Afanasyev, Director of the Regulatory Risk Assessment Practice at Baikal Communications Group, the initiative creates a legal mechanism for controlling the quality of specialist training and will improve the transparency of educational institution licensing. The expert notes that the new requirement will serve as an additional safeguard ensuring that faculty qualifications, educational infrastructure, and practical training facilities comply with unified federal standards. This measure aims to strengthen trust in the medical and pharmaceutical education system and enhance the professional training level of graduates.

Eduard Voytenko, PhD in Political Science and Chief Executive Officer of Baikal Communications Group, conducted a corporate training session for the senior management of the insurance company Soglasie.
