[post_content] => From October 13 to 18, 2025, MGIMO hosted the training for the sixteenth cohort of participants in the advanced training program “Government Relations and Lobbying in Business and Non-Profit Organizations,” implemented by Baikal Communications Group in cooperation with the MGIMO School of Business and International Competencies.
Within the framework of the program, various aspects of Government Relations (GR) and lobbying activities in Russia and the EAEU countries were examined.
Topics included: building effective communication between business and public authorities under conditions of geopolitical uncertainty and sanctions regimes; GR in the context of sustainable corporate development and environmental protection; GR prior to IPOs and during M&A transactions; GR in public-private partnerships (PPP); cooperation with business and industry associations, expert and academic institutions, state corporations, and development institutes; as well as interaction with the Subcommission of the Government Commission on Monitoring Foreign Investments in the Russian Federation and the Subcommission on Customs, Tariff and Non-Tariff Regulation.
The core module of the program covered ethics and regulation of the GR and lobbying sphere; structure and KPIs of GR functions in private companies; internal and external GR and lobbying tools such as personal networking, written communication with public authorities, insider information, stakeholder mapping, GR and lobbying strategies, monitoring and analysis of the regulatory environment, assessment of regulatory risks and opportunities, industry and legal expertise of draft laws and other regulatory acts, use of PR tools and event management, as well as cooperation with lobbying firms and GR agencies, among others.

Throughout the course, the speakers shared GR expertise drawn from various sectors of the economy and NGOs: GR in agriculture and the food industry, e-commerce and telecommunications, IT, mining and metallurgy, housing and utilities (HCS), GR and market access in pharmaceuticals, GR in retail, GR in state-owned enterprises and natural monopolies (particularly within the housing and utilities sector), GR in environmental NGOs, and other organizations.
Special emphasis was placed on the digitalization of GR processes within companies and on digital GR and lobbying tools.
A distinguishing feature of the 16th cohort was a series of practical workshops on assessing the economic efficiency of corporate GR departments and on the participation of lobbyists and GR professionals in the legislative process.

As noted by Valery Afanasyev, Director of the GR and Regulatory Risk Assessment Practice at Baikal Communications Group, the amendments approved by the Eurasian Economic Commission (EEC) are aimed at harmonizing pharmaceutical registration procedures within the Eurasian Economic Union (EAEU) and enhancing transparency in regulatory processes.
“Applicants will have the opportunity to request the exclusion of confidential information from expert reports. Additionally, clear timelines and procedures for dossier review have been established, and document submission requirements have been standardized,” the expert emphasized.
The Board of the Eurasian Economic Commission (EEC) has approved the draft decision “On Amendments to the Rules for Registration and Expertise of Medicinal Products for Medical Use.” The directive No. 148 dated October 14, 2025, has been published on the EAEU legal portal.
The document aims to update the regulatory framework governing the circulation of medicinal products in the EAEU single market, including clarifications on the interaction between national competent authorities and expert organizations. The updated rules are expected to reduce the timelines for assessment of registration dossiers and strengthen trust between regulators and pharmaceutical market participants.

From October 6 to 10, 2025, the MGIMO School of Business and International Competencies hosted a professional development program entitled “Business Management Based on ESG Principles.” The educational initiative was developed in collaboration with Baikal Communications Group and is aimed at integrating sustainable development principles into corporate management strategies.
The program was implemented as part of the federal initiative “Priority 2030” and brought together ESG transformation leaders from companies across various industries and regions of Russia.

Throughout the course, participants explored the infrastructure of sustainable development in Russia, the legal aspects of ESG integration, mechanisms for regulating the climate agenda within the Eurasian Economic Union (EAEU), and the specifics of green finance. Special attention was given to emerging corporate social capital standards, ESG ratings, and social project design as a tool for cooperation between government, business, and civil society.
The program also provided a platform for experience exchange between the business and non-profit sectors. Representatives of the Dobrota Severa Foundation, Lake Baikal Foundation, and Public Capital ANO presented successful case studies of social and environmental project implementation.

Upon completion of the training, more than 100 participants acquired a comprehensive understanding of ESG methodologies, gained practical skills in the development and implementation of ESG strategies, and were awarded MGIMO state-recognized professional development certificates.
At the closing session, representatives of the Lake Baikal Foundation and MGIMO School of Business announced the launch of a new educational initiative in 2026, focusing on international aspects of climate regulation and biodiversity conservation.
The “Business Management Based on ESG Principles” program reaffirms the growing role of cooperation between academia and business in building professional competencies essential for the sustainable development of the economy and society.

The Government of the Russian Federation has incorporated requirements related to the prescription of dietary supplements (DS) into the scope of state control (supervision). Resolution No. 1560 dated October 8, 2025, was published on the Legal Information Portal. Valery Afanasyev, Director of Regulatory Risk Assessment Practice at Baikal Communications Group, commented on the changes to Pharmvestnik.
The adopted resolution implements the provisions of Federal Law No. 150-FZ of June 7, 2025, which establishes new rules for the circulation of dietary supplements. The law entered into force on September 1, 2025. Under its provisions, healthcare professionals are authorized to prescribe registered dietary supplements when clinical indications exist for their use.
"The law not only allows healthcare professionals to officially prescribe dietary supplements but also sets clear limitations on their interactions with manufacturers. In particular, it prohibits receiving gifts, monetary benefits, coverage of travel expenses, and participation in entertainment events funded by companies," explained Valery Afanasyev, expert at Baikal Communications Group.
According to the new resolution, healthcare professionals are prohibited from entering into agreements for the prescription or recommendation of specific dietary supplements, as well as from receiving sample products for distribution to patients. When prescribing a treatment course, physicians are required to provide complete and accurate information regarding the prescribed products. Compliance with these requirements will be monitored by Roszdravnadzor.
According to the Ministry of Health, the adopted measures aim to enhance transparency and establish ethical standards for interactions in the field of dietary supplement prescription, aligning them more closely with pharmaceutical regulation. At the same time, as noted by the expert from Baikal Communications Group, for some companies, this will pose challenges and necessitate a reassessment of existing models of engagement with the medical community.
The resolution enters into force on October 18, 2025.

The Russian Ministry of Health has prepared a draft resolution requiring educational institutions that offer programs in medical and pharmaceutical specialties to obtain a mandatory conclusion from Roszdravnadzor (the Federal Service for Surveillance in Healthcare). The document establishes the procedure for issuing such conclusions, evaluation criteria, grounds for refusal, and regulates the electronic submission of applications through the State Services portal. Decisions on issuing conclusions must be made within 25 working days. The public discussion of the draft will continue until October 23, 2025, and the resolution is scheduled to take effect on March 1, 2026.
According to Valery Afanasyev, Director of the Regulatory Risk Assessment Practice at Baikal Communications Group, the initiative creates a legal mechanism for controlling the quality of specialist training and will improve the transparency of educational institution licensing. The expert notes that the new requirement will serve as an additional safeguard ensuring that faculty qualifications, educational infrastructure, and practical training facilities comply with unified federal standards. This measure aims to strengthen trust in the medical and pharmaceutical education system and enhance the professional training level of graduates.
