[post_content] => Baikal Communications Group jointly with the MGIMO Law Club organized the first case-championship in Russia "Baikal Communications Group x MGIMO Case Championship", dedicated to the development of students' professional skills and competencies in the field of GR and lobbying. During the business game, the participants were asked to solve a number of legislative tasks: to conduct a legal examination of the draft law, to develop a concept for the development of legislation in a specific area, to justify the need to regulate a particular area of public relations.
103 teams (205 people) had registered to participate in the case championship. Among the participants were undergraduate and graduate students, as well as graduate students from 50 universities in 23 cities of Russia: Moscow, St. Petersburg, Kazan, Nizhny Novgorod, Yekaterinburg, Vologda, Ivanovo, Tula, Vladimir, Lipetsk, Kursk, Saratov, Samara, Yoshkar-Ola, Tomsk, Kurgan, Rostov-on-Don, Stavropol, Krasnodar, Makhachkala, Grozny, Cherkessk, Odintsovo.
After the qualifying round, 14 teams entered the semi-finals, which presented a concept for the legislation development in the field of responsible treatment of animals. They analyzed and evaluated the current regulation, identified its shortcomings and formulated proposals for improving legislation.
The jury, which included Baikal Communications Group representatives and invited experts from the Agency for Strategic Initiatives, evaluated performances of the teams.
As a result, 7 teams made it to the finals of the case-championship. They were asked to assess the prospects for regulating lobbying and GR in Russia and justify the most balanced approach. The most convincing were the teams from the Higher School of Economics ("Bernays Fans", first place), St. Petersburg State University of the Russian Federation ("Bodryachki", second place) and Moscow State University ("Sapsan", third place). The winners and prize-winners of the case championship will be able to complete an internship at Baikal Communications Group and the Agency for Strategic Initiatives.
It is planned that the Baikal Communications Group x MGIMO Case Championship will be held annually. This will allow students to familiarize themselves with the professions of lobbyists and GR specialists and open up new professional opportunities for them at the intersection of law, politics and economics.

[post_content] => On April 13, MGIMO completed the 13th round of the advanced training program “GR and lobbying in Business and Nonprofit Sector”, implemented by Baikal Communications Group in cooperation with the School of Business and International Proficiency.
The purpose of the program is to master and improve the activities of professional specialists in promoting the interests of business and NGOs in government bodies at the federal and regional levels, as well as in the supranational and international space.
The course program includes disciplines devoted to various aspects of GR and lobbying activities: significant attention is paid to building communication between business and public authorities in a crisis period, GR in the sustainable development of an organization, managing relations with public, expert and scientific institutions, working with business and industry associations, state corporations and development institutions, as well as with the Subcommission The Board of Directors for the Control of Foreign Investments in the Russian Federation.

Throughout the program, the speakers shared with the audience GR-experience from various sectors of the economy and NGOs: GR in the agro-industrial complex, in the field of marketplaces and catering, IT, Edtech, pharmaceuticals, financial and banking sector, retail, "green" and traditional energy, metallurgy, mining and others.
During six days of interactive classes and workshops, students studied the principles and functions of lobbying, methods and instruments of lobbying activity, technologies for building B2G communications using the example of companies from various sectors of the economy, as well as key tools of GR and lobbying activities: monitoring and analysis of the regulatory environment, legal expertise of bills and other NPAs, PR tools, event management, etc. Special emphasis was placed on mastering GR approaches in a private company, working with regulatory risks and solving crisis response cases in the context of the functioning of the GR department.

At the end of the program, 32 participants received state standard certificates of advanced training.
Registration is open for the 14th stream of study, which is scheduled for November 18-23, 2024. The course duration is 60 academic hours.

[post_content] => Baikal Communications Group organized the "Corporate GR" Forum, which took place on April 4, 2024. The GR-Forum is a closed club that unites representatives of the corporate sector of the GR-industry and was created to discuss topical issues and exchange effective practices in the field of interaction between business and the state.
The Forum's program was dedicated to the regulatory challenges and opportunities faced by business in Russia due to the changed political and economic conditions.
The speakers were leading experts of the GR-industry and industry leaders, representatives of large Russian and foreign companies. They discussed:
- features of the foreign business development in Russia and the effective use of GR-tools;
- strategy and methodology for managing the GR-function in vertically integrated holdings, which include various multidisciplinary companies, including those previously owned by foreign owners;
- increasing the GR-function role in Russian companies;
- problems of education in the GR field and the search for suitable personnel.
Here are some conclusions reached by the participants of the discussions:
- Foreign companies that actively used GR practices have adapted much better to the regulatory changes of the last two years than companies that did not carry out GR work or that started it belatedly.
- Interaction with the Subcommittee on the withdrawal of dividends abroad is much easier for those companies that have decided to continue working in Russia, even with the reservation of suspending investments in their production. However, sooner or later such companies will still face the question of resuming investments in the Russian economy or finally leaving the Russian market.
- For successful work with the Sub-Commission, it is necessary to build communication with all participants in the approval process, especially with direct executors in government agencies. The process of approving transactions can take from several weeks to a year or even longer: it depends on the supervising ministry, the size of the transaction, and the quality of the established relationships with authorized executors.
- For the most effective promotion of interests, it is important for companies to take a proactive position, taking initiatives and offering new regulatory approaches to the state.
- There is an increasing role of GR in Russia, as a result of which competition within the industry is also increasing.
- State support for domestic companies is an important mechanism for anti-crisis regulation, but its effect is often offset by the development of fiscal regimes as part of the introduction of counter-sanctions, including an increase in the key rate.
Also at the Forum, the Baikal Communications Group team presented
the study on the development of the GR industry in Russia, prepared jointly with sociologists.
It is planned that the "Corporate GR" Forum will become an annual event that will bring together the professional community to strengthen and develop the GR-function in companies in the context of global changes. The next Forum will be held on December 5, 2024. Follow the details in the

[post_content] => The sanctions pressure conditions from unfriendly foreign states required the adoption of a number of economic measures to stabilize the Russian economy. [post_content] => Baikal Communications Group will act as a partner of Lomonosov Moscow State University in the implementation of
the Master's degree program in GR. Within this program, Baikal Communications Group specialists will conduct their course on GR and lobbying activities.
Recently, there has been an increase in demand for specialists who are able to independently conduct legal expertise of draft regulations and effectively organize interaction between government and business representatives. Therefore, the program is aimed at training highly qualified personnel in the field of GR and lobbying activities for both government agencies and businesses.
The Master's degree program includes:
- training courses that provide fundamental knowledge of the legal status and legal features of the Russian authorities functioning and the procedure for their adoption of state-governmental decisions;
- special training courses that teach practical skills in carrying out the examination of draft regulations, organizing official meetings and conducting business negotiations, establishing safe, reliable and effective communication with government representatives.
The program is implemented by the Department of Constitutional and Municipal Law of the Moscow State University Faculty of Law. The head of the program is Stanislav Nikolaevich Sheverdyaev, Doctor of Law, Professor of the Department.
