[post_content] => In July 2024, Kirill Dozmarov, the lawyer and expert at the Center for Economic and Legal Expertise on the basis of the Moscow State University Faculty of Economics, joined the Baikal Communications Group team as an associate partner.
Kirill Dozmarov specializes in business protection in cooperation with antimonopoly authorities, among his main professional and scientific interests are prospects for expanding the scope of economic analysis methods in the field of antimonopoly regulation, issues of market power, cartelization of markets, reform of natural monopolies and tariff regulation mechanisms, industrial policy.
He is included in the international ratings of Best Lawyers and Legal 500 as the best lawyer in the field of antimonopoly law. He is the author of articles and publications, as well as a speaker, moderator and organizer of scientific and practical conferences at Moscow State University, RANEPA, RCCA and FAS Russia.
Kirill Dozmarov is responsible for consulting services to businesses on antimonopoly and tariff regulation, as well as regulatory mediation.

[post_content] => In this and subsequent academic years, Eduard Voytenko, CEO of Baikal Communications Group, PhD in Political Science, Master of Law, Associate Professor of the Advertising and Public Relations Department at the MGIMO Faculty of International Journalism, as well as other specialists of the firm will teach at two master's programs in the field of GR and lobbying.
The first master's program "Public Law and Building Interaction with Authorities (GR)" was developed by the Department of Constitutional and Municipal Law of the Moscow State University Faculty of Law together with practitioners of the GR industry.
The program is aimed at training highly qualified personnel in the field of GR and lobbying activities for both government agencies and businesses.
The Master's program includes theoretical and practical blocks:
- training courses providing fundamental training in the issues of the legal status and legal features of the functioning of Russian authorities and the procedure for their adoption of state-governmental decisions;
- special training courses that teach practical skills in carrying out the examination of draft regulations, organizing official meetings and conducting business negotiations, establishing safe, reliable and effective communication with government representatives;
- visits to various government agencies and internships in them, as well as acquaintance with their specialists.
The
training sessions are
conducted by
leading scientists and teachers of the Moscow State University
Faculty of Law
, as well
as practitioners — representatives of
government agencies, non-
profit organizations, as well as
companies specializing in providing consulting, legal and expert services in this field.
Within this program,
Baikal Communications Group specialists will
conduct their course "Fundamentals of
GR-activity: history, theory, methodology, tools". The
head of the
course is Eduard Voytenko.
The second Master's program "New Media and Strategic Communications" is being
implemented at the
Advertising and Public Relations Department of the
MGIMO Faculty of
International Journalism.
The
training program focuses on two areas: strategic communications and new media. It combines general training in public relations and advertising with an in-
depth study of the
features of
strategic communications in the
digital age and the
development of
new media tools, innovative information and
communication technologies of the
fourth industrial revolution.
Among the
major disciplines:
- Theory and practice of intercultural communication;
- New media and communication strategy;
- Information policy of Russia;
- GR management and lobbying;
- Anti-crisis communications in politics and business;
- Public Affairs in Russia and abroad.
Within this program,
Baikal Communications Group specialists will
conduct two own courses: "Public Affairs in Russia and foreign countries" and "GR-management and lobbying". The
head of the
master's
courses is Eduard Voytenko.
The
best graduates of
both programs will be
able to
complete internships at Baikal Communications Group, Edward's East Strategies and the Research Centre for Legal Expertise.

[post_content] => As part of the St. Petersburg International Economic Forum (SPIEF) 2024, a
panel discussion was held on June 8, 2024, focused on the future of youth in public and municipal service, as well as in government relations (GR). "Future Day" served as a significant platform for dialogue on the opportunities and challenges faced by young professionals in these sectors. This event was particularly noteworthy as it marked the first time that public service and GR were addressed jointly at such a high-profile level.
The discussion featured leading experts in youth policy and management, including Arthur Gafarov, Director of the autonomous non-profit organization (ANO) «Institute for the Development of Entrepreneurship and Economy»; Alexey Agafonov, First deputy general of the ANO “Russia – the Country of Opportunities”; Alexander Vaino, the head of the Center for Youth Initiatives of the Agency for Strategic Initiatives (ASI); Egor Litvinenko, Advisor to the Head of the; Olga Petrova, Deputy Minister of Science and Higher Education of the Russian Federation; Alexey Davletshin, Minister of Youth Policy of the Tula Region; Andrey Samotoin, Executive Director of the All-Russian Public Movement of Mentors for Children and Youth; Kirill Pakhotin, Chairman of the Association of Youth Governments of the Russian Federation; Eduard Voytenko, CEO of Baikal Communications Group and Stanislav Bogdanov, Managing Director for Government Relations at Samolet Group. The forum was moderated by Evgeny Minchenko, the President of the Communication Group Minchenko Consulting and Director of the Center for Political Elite Studies at the Institute for International Studies, MGIMO.
The issue of public service was examined through the perspective of young people who face numerous challenges on their path to career success in this sector. Among the main factors hindering the influx of young talent are low salaries, unclear career growth prospects, bureaucracy, and outdated procedures. Stanislav Bogdanov emphasized that salaries in public service often do not meet the expectations of young people, especially when they see more attractive offers in the private sector. Alexander Vaino pointed out that career advancement in public service often appears long and uncertain to young professionals, which diminishes their motivation.
Evgeny Minchenko highlighted the severe shortage of personnel across various sectors of the country's economy. The industrial sector lacks 54.7% of the necessary specialists, the agricultural sector faces a 47.2% shortfall, and the construction sector has a 38.3% deficit, even with significant migrant influx. According to the Ministry of Finance, in 2023, one in ten positions in government structures remained unfilled, accounting for 10% of the total workforce. Additionally, about 30% of government agencies report a shortage of young specialists.
Eduard Voytenko discussed the increasing number of master's programs and professional development courses in the field of government relations (GR) and emphasized the importance of high-quality education in this area. He highlighted that educational programs should combine theoretical knowledge with practical experience. He also pointed out that involving corporate sector specialists can significantly enhance the quality of these educational programs and better prepare young people for effective interaction with government bodies.
The forum also addressed the profile of the modern young manager. Alexander Vaino highlighted motivation as a crucial factor for youth, stating that public service is primarily about the opportunity to serve society. He noted that this requires not only professional skills but also a high level of personal motivation. Egor Litvinenko underscored the importance of motivating youth for public service, noting that young people want to see the significance of their work and know that they can make a real contribution to the country's development.
The forum became a platform for sharing inspiring success stories of young leaders. Kirill Pakhotin spoke about programs that help young people understand the structure of public service and implement their projects. He shared success stories, such as that of Andrey Yarenkov, who started his career in the youth government and, over eight years, rose to the position of Minister of Architecture and Urban Planning of the Voronezh Region.
Stanislav Bogdanov presented the results of a survey conducted among young civil servants. The survey revealed that over 60% of young professionals are drawn to public service by the opportunity to influence social and economic processes in the country. About 55% see it as a way to pursue their idealistic goals and improve existing systems. Additionally, 40% of respondents view public service as a unique platform for gaining experience and skills that are not available in other sectors. However, despite their high levels of motivation, young people face challenges such as low salaries, travel restrictions, and a lack of flexibility in their work, which complicates efforts to attract and retain new talent.
Public service needs to become more appealing to youth by providing opportunities for personal and professional growth and by ensuring conditions for the realization of their ideas and initiatives. The "Future Day" forum demonstrated that modernizing and adapting public service to contemporary realities and the expectations of young specialists will be key to addressing the personnel shortage and ensuring the country's sustainable development.

[post_content] => On April 20, 2024, PhD in Political Science, CEO of Baikal Communications Group, Eduard Voytenko spoke as an expert in the field of GR&Lobbying to the students of the mini MBA program of Maqsut Narikbayev University Business School.
As part of the educational module, Eduard Voytenko shared his working experience with public authorities in the EAEU member states and spoke about GR technologies for interaction with the EEC. The expert separately focused on the peculiarities of GR activity in the Republic of Uzbekistan.
During the classes, Eduard Voytenko paid special attention to methods and technologies of lobbying in government bodies using the example of real cases from his practice: from creating sectoral strategies in government agencies and promoting initiatives in executive and legislative authorities to developing technical regulations in the EEC and overcoming sectoral and regulatory barriers in foreign markets. In practice, he demonstrated the main GR and lobbying tools such as: analytical tools (GR strategy, stakeholder maps, competitive environment analysis, monitoring and assessment of regulatory risks, legal expertise of draft laws, etc.), GR, PR, ESG and event management.
The educational event was held under the auspices of the company's mission to popularize and develop the GR profession in Russia, Uzbekistan and Kazakhstan.

[post_content] => Baikal Communications Group jointly with the MGIMO Law Club organized the first case-championship in Russia
"Baikal Communications Group x MGIMO Case Championship", dedicated to the development of students' professional skills and competencies in the field of GR and lobbying. During the business game, the participants were asked to solve a number of legislative tasks: to conduct a legal examination of the draft law, to develop a concept for the development of legislation in a specific area, to justify the need to regulate a particular area of public relations.
103 teams (205 people) had registered to participate in the case championship. Among the participants were undergraduate and graduate students, as well as graduate students from 50 universities in 23 cities of Russia: Moscow, St. Petersburg, Kazan, Nizhny Novgorod, Yekaterinburg, Vologda, Ivanovo, Tula, Vladimir, Lipetsk, Kursk, Saratov, Samara, Yoshkar-Ola, Tomsk, Kurgan, Rostov-on-Don, Stavropol, Krasnodar, Makhachkala, Grozny, Cherkessk, Odintsovo.
After the qualifying round, 14 teams entered the semi-finals, which presented a concept for the legislation development in the field of responsible treatment of animals. They analyzed and evaluated the current regulation, identified its shortcomings and formulated proposals for improving legislation.
The jury, which included Baikal Communications Group representatives and invited experts from the Agency for Strategic Initiatives, evaluated performances of the teams.
As a result, 7 teams made it to the finals of the case-championship. They were asked to assess the prospects for regulating lobbying and GR in Russia and justify the most balanced approach. The most convincing were the teams from the Higher School of Economics ("Bernays Fans", first place), St. Petersburg State University of the Russian Federation ("Bodryachki", second place) and Moscow State University ("Sapsan", third place). The winners and prize-winners of the case championship will be able to complete an internship at Baikal Communications Group and the Agency for Strategic Initiatives.
It is planned that the Baikal Communications Group x MGIMO Case Championship will be held annually. This will allow students to familiarize themselves with the professions of lobbyists and GR specialists and open up new professional opportunities for them at the intersection of law, politics and economics.
