[post_content] => The year 2024 in Russia was marked by a significant number of regulatory changes that affected both individual sectors and Russian and foreign businesses. Some trends that began this year will continue to be observed in 2025.
At the Forum "Corporate GR" held on December 5, 2024, the Baikal Communication Group presented an analytical overview of the main trends in business regulation for 2024–2025.
The overview aims to provide a deeper understanding of the general vectors of the legislative activity of regulatory authorities, the dynamics of changes in key areas of government policy, and their impact on business and society.
- The document answers the following questions:
- Which regulatory trends of 2024 have become dominant?
- What processes and events are associated with these regulatory trends?
- Which regulatory trends may continue into 2025?
- How will the approaches to regulatory policy established in 2024 develop next year?
In preparing the overview, both already adopted regulatory legal acts and legislative initiatives currently in development were studied, as well as key discussions between businesses and government bodies in both public and non-public contexts. Each trend in the review is illustrated with specific legislative decisions or initiatives.

[post_content] => The second "Corporate GR" Forum, organized by Baikal Communications Group, was held on December 5, 2024 at Baltschug Kempinski Hotel in Moscow. The previous event
was held on April 4, 2024.
The GR Forum is an authentic, closed platform that unites representatives of the corporate sector of the GR industry. It was created to strengthen the GR function, as well as consolidate the professional community in the face of global changes.
The speakers at the event were practicing specialists in public relations, heads and top managers of large Russian and foreign companies, representatives of Russian universities.
The following topics were discussed during the Forum:
- An analytical review of the main trends in business regulation in 2024-2025.
- The GR function in the company through the eyes of the CEO.
- How can we shape the industry agenda and become a driver of regulatory changes? The case of a manufacturing company.
- Anti-crisis GR: what's new in promoting the interests of foreign and Russian companies.
- Education of personnel: education in the field of lobbying and GR.
Each session was accompanied by an active discussion and exchange of experience of specialized specialists from different industries. At the end of the Forum, there was an evening cocktail, networking, and discussion of the book by
Eduard Voitenko and
Anastasia Parfenchikova "Regulation of GR and lobbying in Russia. The status quo or the search for new solutions".
Here are some of the theses voiced by the participants of the discussions within the framework of the GR forum:
- The number of regulatory opportunities for business is decreasing, and therefore the work of GR departments of a number of companies is being reoriented to search for new resources and advantages in cooperation with the state and the formation of a new constructive agenda. Also, the key KPIs of GR divisions remain the reduction of financial costs of the business and the effective implementation of the GR strategy (if any).
- The lack of a GR function in the company in modern conditions reduces the competitive advantages of the business. The heads of large enterprises and GR departments shared cases of successful cooperation with federal executive authorities and regional authorities in order to obtain state support for economic sectors and individual companies.
- Foreign businesses continue to develop the GR function in Russia, but working in new conditions has its own specifics. So, in the case of companies from China, the function of maintaining intercultural communication and communicating to stakeholders the specifics of the functioning of Chinese business comes to the fore. The work of GR departments of some companies has become less visible in the public field, which does not reduce its relevance.
- The foreign jurisdiction of the parent company of the Russian business carries additional risks, but is not an insurmountable barrier to communication with authorities. Thus, if there is an active position on business development in Russia and when building partnerships with the state, it is possible to receive state support.
- In the context of an increasing shortage of personnel, the issue of training young specialists is becoming increasingly relevant. In this regard, the GR divisions of some companies are building mutually beneficial relationships with Russian universities, thus participating in the training and recruitment of young specialists. There is also an increasing demand for advanced training courses in the field of GR and lobbying.
At least 80 practicing GR specialists took part in the event.
The GR Forum has become a regular event where representatives of the corporate sector of the GR industry will be able to continue discussing topical issues and exchange effective practices in the field of business-government interaction.

[post_content] => On November 23, MGIMO completed the 14th round of the advanced training program “
GR and lobbying in Business and Nonprofit Sector”, implemented by Baikal Communications Group in cooperation with the School of Business and International Proficiency.
The purpose of the program is to master and improve the activities of professional specialists in presenting and promoting the interests of business and NGOs in government bodies at the federal and regional levels, as well as in the supranational and international space.
The course program consists of disciplines dedicated to various aspects of GR and lobbying activities: building communication between business and federal/regional government authorities in the context of geopolitical turbulence, GR in sustainable development of organizations, working with business and industry associations, expert and scientific organizations, state-owned corporations, and development institutions, as well as with the Subcommittee of the Government Commission on Control over Foreign Investments in the Russian Federation. The core of the program includes studying internal and external GR and lobbying tools, such as personal contacts, inside information, written communication with government bodies, monitoring and analyzing the regulatory environment, industry and legal expertise of bills and other regulatory acts, PR tools, event management, and others.

Throughout the course, the speakers shared their GR experiences from various sectors of the economy and NGOs: GR in agriculture, food industry, e-commerce, telecom, IT, Edtech, pharmaceuticals, retail, construction, metallurgy, chemical and mining industries, and others. A special focus was placed on the algorithms of GR departments' work in sanction regimes.
During the six days of interactive sessions and masterclasses, participants studied the principles and functions of lobbying, methods and techniques of lobbying, GR and lobbying tools, and B2G communication technologies during crises, using examples from companies across various sectors and NGOs. A distinctive feature of this program was a masterclass on evaluating the economic effectiveness of a company's GR department.

At the end of the program, 62 participants received state standard certificates of advanced training.
Registration is open for the 15th stream of study, which is scheduled for April 7-12, 2025. The course duration is 6 days (60 academic hours).

In the last few years, the sphere of GR and lobbying in Russia has been transformed and continues to develop. Russian and foreign businesses are aware that government interaction specialists create competitive advantages and help companies to overcome administrative and regulatory barriers at the times of dynamic changes.
The consequence of the development of the industry is an increase in the number and quality of industry events that bring together its representatives and help to share experiences. One of the most striking initiatives in the past year was the «Corporate GR» Forum.
The first event was held on April 4, 2024, by Baikal Communications Group. The format attracted the attention of GR and lobbying specialists due to its intimacy and professionalism of the speakers. The decision was made to make the Forum an annual event.
The article emphasizes that this platform is unique in a number of parameters.
Firstly, within the framework of the professional Forum, topical issues of the industry are raised and effective practices in the field of interaction between business and the state are exchanged. Experts share real cases from their industries, discuss the effectiveness of GR tools and new approaches in relations with the state in rapidly changing conditions.
Secondly, only professionals, working in the field of corporate GR, gather at the platform. This approach ensures the most open dialogue and a high concentration of meaningful discussions: all presentations are focused only on relevant issues relevant to the GR industry.
Thirdly, the event offers extensive networking opportunities for GR specialists. To successfully implement projects and develop in the profession, having "warm" contacts in different sectors of the economy is a great advantage. A sociological study conducted by Baikal Communications Group in 2024
showed a high need for networking sites among specialists.
Fourthly, such events help to form a professional community. Representatives of industries that used to work autonomously are beginning to unite common goals. The result is an intensification of contacts and joint projects that would hardly have appeared in another format.
The topics for discussion within the framework of the "Corporate GR" Forum are selected due to the demands of the industry. Thus, the following issues were raised at the forum in April 2024:
- features of the development of foreign business in Russia and the effective use of GR tools;
- strategy and methodology for managing the GR function in vertically integrated holdings, which include various multidisciplinary companies, including those previously owned by foreign owners;
- increasing the role of the GR function in Russian companies;
- problems of education in the field of GR and the search for suitable personnel.
The second «Corporate GR» Forum will be held on December 5, 2024. It is planned to discuss regulatory trends in 2024-2025, the vision of the GR function through the eyes of the CEO, features of anti-crisis GR in Russian and foreign companies, education in the field of GR and lobbying in Russia and much more. A cocktail and informal communication are planned at the end of the Forum.

[post_content] => The Partner and Director of the International Communications and CSR Practice at Baikal Communications Group,
Anastasia Tsvetkova, presented the company's expertise at the UN Framework Convention on Climate Change Conference of the Parties (COP 29), which took place from November 11 to 22 in Baku, Azerbaijan.
On the first day of the key climate event of the year, Anastasia Tsvetkova spoke at the opening session of the Russian Pavilion titled "Unified Dialogue for a 'Green World': Science, Experts, Business, Civil Society," which focused on discussions of solidarity, collaboration, overcoming contradictions, the inclusiveness of the climate and environmental agenda, and the 2030 Agenda as a whole.
In her speech, Anastasia emphasized the experience of fostering international expert dialogue in the areas of water resource conservation, biodiversity, and climate initiatives. She shared practical insights into working with the World Water Council. For instance, the
"Lake Baikal" Foundation, as the only Russian member of the Council, participated in the "Conservation and Restoration of Freshwater Ecosystems and Biodiversity" working group in preparation for the 10th World Water Forum, which took place this year in Bali under the theme "Water for Shared Prosperity."
Additionally, Anastasia discussed possible formats for cooperation with the United Nations Environment Programme (UNEP) and the United Nations Environment Assembly (UNEA). She used her professional experience to explain how specialized experts were integrated into the development of several documents at this level, related to sustainable lake management and the creation of the 7th Global Environmental Outlook by UNEP.
Anastasia also highlighted that COP 29 was particularly significant for the "Lake Baikal" Foundation, as it marked the first time the organization from Russia became an official partner of the Water Pavilion. It is worth noting that the Foundation was established by Baikal Communications Group, which laid the foundation based on analytical approaches and values aimed at uniting the water community for the protection of water resources.
At the panel session "The Role of the Non-Governmental Sector in Climate Change Adaptation," which also took place on the first day at the Russian Pavilion, Anastasia Tsvetkova presented the report "Sustainable Forest Restoration Practices at Baikal as a Climate Change Adaptation Measure" and discussed how non-governmental organizations can play an important role in piloting and scaling climate adaptation practices by bringing together business and expert communities and supporting the government in addressing strategic climate challenges. The "Lake Baikal" Foundation's practices on
forest conservation in the Baikal region and
the integration of artificial intelligence for ecological monitoring of Lake Baikal and assessing the impact of climate change on its ecosystem have been repeatedly included in official statements and reports by Russia at the level of relevant ministries. Anastasia elaborated on the field experience in this area in her speech.
Finally, during the expert session at the CIS Business Center titled "Water for All: Prospects for Attracting Private Investments to Finance the Water Economy in the Context of Climate Change," Anastasia Tsvetkova discussed the attention given to the conservation of water ecosystems at COP 28 and COP 29, the Freshwater Challenge initiative, and the "Water for Climate Action" declaration signed in Baku. The aim of the declaration is to more firmly integrate water-related issues into the global climate agenda. In her speech, she also touched on the challenges faced by water-focused non-profit projects around the world, emphasizing their focus on supporting local communities in ensuring access to clean water and sanitation.
Throughout the event, meetings were also held with colleagues from international companies, industry associations, and non-governmental organizations to discuss potential collaboration with Baikal Communications Group in the areas of regulatory analytics in ESG and GR support in national and supranational spaces for the implementation of climate initiatives.
