[post_content] => On November 23, MGIMO completed the 14th round of the advanced training program “GR and lobbying in Business and Nonprofit Sector”, implemented by Baikal Communications Group in cooperation with the School of Business and International Proficiency.
The purpose of the program is to master and improve the activities of professional specialists in presenting and promoting the interests of business and NGOs in government bodies at the federal and regional levels, as well as in the supranational and international space.
The course program consists of disciplines dedicated to various aspects of GR and lobbying activities: building communication between business and federal/regional government authorities in the context of geopolitical turbulence, GR in sustainable development of organizations, working with business and industry associations, expert and scientific organizations, state-owned corporations, and development institutions, as well as with the Subcommittee of the Government Commission on Control over Foreign Investments in the Russian Federation. The core of the program includes studying internal and external GR and lobbying tools, such as personal contacts, inside information, written communication with government bodies, monitoring and analyzing the regulatory environment, industry and legal expertise of bills and other regulatory acts, PR tools, event management, and others.

Throughout the course, the speakers shared their GR experiences from various sectors of the economy and NGOs: GR in agriculture, food industry, e-commerce, telecom, IT, Edtech, pharmaceuticals, retail, construction, metallurgy, chemical and mining industries, and others. A special focus was placed on the algorithms of GR departments' work in sanction regimes.
During the six days of interactive sessions and masterclasses, participants studied the principles and functions of lobbying, methods and techniques of lobbying, GR and lobbying tools, and B2G communication technologies during crises, using examples from companies across various sectors and NGOs. A distinctive feature of this program was a masterclass on evaluating the economic effectiveness of a company's GR department.
Participants included representatives from organizations such as DOM.RF, Rosseti Tyumen, RN-BashNIPIneft, Severstal Management, Steel Construction Development Association, Magadan Branch of Polymetal, Krasnoyarsk Nonferrous Metals Combine, T Plus, Svetogorsk Pulp and Paper Mill, Chery Automobile Rus, AvtoVAZ, Aloqa Ventures, Union of E-Commerce, MTS Travel, Roche Moscow, Veterinary Pharmaceutical Manufacturers Association, TRI-KA, Ochakovo MBPC, Rosagrolizing, TransContainer, COLDY, Saint-Gobain Construction Products Rus, Absolute Real Estate, AllianceGroup, Rosvodokanal, Reliance Group, Systeme Electric, SOER, Gazprom Social Initiatives Fund, Century of Enlightenment Foundation, Captains educational program charity fund, Skolkovo Institute of Science and Technology, UNICEF, and others.
At the end of the program, 62 participants received state standard certificates of advanced training.
Registration is open for the 15th stream of study, which is scheduled for April 7-12, 2025. The course duration is 6 days (60 academic hours).

[post_content] => The Partner and Director of the International Communications and CSR Practice at Baikal Communications Group, Anastasia Tsvetkova, presented the company's expertise at the UN Framework Convention on Climate Change Conference of the Parties (COP 29), which took place from November 11 to 22 in Baku, Azerbaijan.
On the first day of the key climate event of the year, Anastasia Tsvetkova spoke at the opening session of the Russian Pavilion titled "Unified Dialogue for a 'Green World': Science, Experts, Business, Civil Society," which focused on discussions of solidarity, collaboration, overcoming contradictions, the inclusiveness of the climate and environmental agenda, and the 2030 Agenda as a whole.
In her speech, Anastasia emphasized the experience of fostering international expert dialogue in the areas of water resource conservation, biodiversity, and climate initiatives. She shared practical insights into working with the World Water Council. For instance, the "Lake Baikal" Foundation, as the only Russian member of the Council, participated in the "Conservation and Restoration of Freshwater Ecosystems and Biodiversity" working group in preparation for the 10th World Water Forum, which took place this year in Bali under the theme "Water for Shared Prosperity."
Additionally, Anastasia discussed possible formats for cooperation with the United Nations Environment Programme (UNEP) and the United Nations Environment Assembly (UNEA). She used her professional experience to explain how specialized experts were integrated into the development of several documents at this level, related to sustainable lake management and the creation of the 7th Global Environmental Outlook by UNEP.
Anastasia also highlighted that COP 29 was particularly significant for the "Lake Baikal" Foundation, as it marked the first time the organization from Russia became an official partner of the Water Pavilion. It is worth noting that the Foundation was established by Baikal Communications Group, which laid the foundation based on analytical approaches and values aimed at uniting the water community for the protection of water resources.
At the panel session "The Role of the Non-Governmental Sector in Climate Change Adaptation," which also took place on the first day at the Russian Pavilion, Anastasia Tsvetkova presented the report "Sustainable Forest Restoration Practices at Baikal as a Climate Change Adaptation Measure" and discussed how non-governmental organizations can play an important role in piloting and scaling climate adaptation practices by bringing together business and expert communities and supporting the government in addressing strategic climate challenges. The "Lake Baikal" Foundation's practices on forest conservation in the Baikal region and the integration of artificial intelligence for ecological monitoring of Lake Baikal and assessing the impact of climate change on its ecosystem have been repeatedly included in official statements and reports by Russia at the level of relevant ministries. Anastasia elaborated on the field experience in this area in her speech.
Finally, during the expert session at the CIS Business Center titled "Water for All: Prospects for Attracting Private Investments to Finance the Water Economy in the Context of Climate Change," Anastasia Tsvetkova discussed the attention given to the conservation of water ecosystems at COP 28 and COP 29, the Freshwater Challenge initiative, and the "Water for Climate Action" declaration signed in Baku. The aim of the declaration is to more firmly integrate water-related issues into the global climate agenda. In her speech, she also touched on the challenges faced by water-focused non-profit projects around the world, emphasizing their focus on supporting local communities in ensuring access to clean water and sanitation.
Throughout the event, meetings were also held with colleagues from international companies, industry associations, and non-governmental organizations to discuss potential collaboration with Baikal Communications Group in the areas of regulatory analytics in ESG and GR support in national and supranational spaces for the implementation of climate initiatives.

[post_content] => The business demand for a stable and comfortable regulatory environment creates the need for professional personnel capable of ensuring productive cooperation with regulators. In this regard, Baikal Communications Group continues to contribute to the development of competencies among young specialists in GR (Government Relations) and lobbying.
On November 15, 2024, employees of Baikal Communications Group conducted a master class at Kutafin Moscow State Law University (MSAL) on the topic "Law as a Key Tool in GR and Lobbying Activities."
The event was a part of the Student Legal Forum (SLF) — a scientific and practical
event held annually by MSAL. The goal of the SLF is to develop research skills among students (bachelors, specialists, and masters) and postgraduates.
The speakers at the master class were:
- Valery Afanasyev — Director of the GR Practice and Regulatory Risk Assessment at Baikal Communications Group.
- Vyacheslav Kharitonov — Senior Legal Counsel at Baikal Communications Group.
During the presentation and subsequent discussion with students, the following topics were covered:

[post_content] => Today, the sphere of Government Relations (GR) and lobbying is undergoing a deep transformation. Sanction-related and regulatory risks have increased so significantly that GR is no longer just a communication function but has become a factor influencing key business decisions—from M&A deals to investment strategies and localization. In this environment, the training of specialists capable of effectively engaging with government stakeholders and managing political and regulatory risks becomes particularly important.
Baikal Communications Group published an article on RBC, detailing educational programs in the field of GR and lobbying in Russia.
In 2024 the company in association with a team of sociologists, prepared its second expert research on the Russian GR-industry. The research also touched upon education in GR and lobbying, which, according to the results, is in high demand.
According to the survey, 78% of GR professionals feel the need for further training, and 63% of respondents believe that there should be more educational programs in the market.

The opinions of industry specialists helped to form a profile of the Russian market for educational services in GR and lobbying. The most well-known qualification programs include courses by Baikal Communications Group at MGIMO, Moscow State University (MSU), RANEPA, the Financial University under the Government of the Russian Federation, Plekhanov Russian University of Economics, and St. Petersburg State University.
The surveyed GR specialists emphasize that the most important feature of specialized educational programs should be of practical orientation. 80% of respondents would like to acquire specific skills during their studies (mastering analytical tools, including legal ones, techniques for interacting with representatives of the executive and legislative branches) and build useful connections (networking).
The survey results suggest that the most interesting educational programs for participants are those featuring speakers who are practitioners in the field of lobbying and government relations.
The analysis shows that education in GR and lobbying in Russia is actively developing and adapting to the needs of industry specialists. The focus on acquiring specific technologies and skills, combined with the desire to build useful professional contacts, remains the key trend in the Russian GR education market.
