The Government of the Russian Federation has incorporated requirements related to the prescription of dietary supplements (DS) into the scope of state control (supervision). Resolution No. 1560 dated October 8, 2025, was published on the Legal Information Portal. Valery Afanasyev, Director of Regulatory Risk Assessment Practice at Baikal Communications Group, commented on the changes to Pharmvestnik.

The adopted resolution implements the provisions of Federal Law No. 150-FZ of June 7, 2025, which establishes new rules for the circulation of dietary supplements. The law entered into force on September 1, 2025. Under its provisions, healthcare professionals are authorized to prescribe registered dietary supplements when clinical indications exist for their use.

“The law not only allows healthcare professionals to officially prescribe dietary supplements but also sets clear limitations on their interactions with manufacturers. In particular, it prohibits receiving gifts, monetary benefits, coverage of travel expenses, and participation in entertainment events funded by companies,” explained Valery Afanasyev, expert at Baikal Communications Group.

According to the new resolution, healthcare professionals are prohibited from entering into agreements for the prescription or recommendation of specific dietary supplements, as well as from receiving sample products for distribution to patients. When prescribing a treatment course, physicians are required to provide complete and accurate information regarding the prescribed products. Compliance with these requirements will be monitored by Roszdravnadzor.

According to the Ministry of Health, the adopted measures aim to enhance transparency and establish ethical standards for interactions in the field of dietary supplement prescription, aligning them more closely with pharmaceutical regulation. At the same time, as noted by the expert from Baikal Communications Group, for some companies, this will pose challenges and necessitate a reassessment of existing models of engagement with the medical community.

The resolution enters into force on October 18, 2025.
